Tree Service in Winter Garden and Windermere

Old citrus country, a historic downtown, thousands of newer homes and the lakes of Windermere next door. Ring the free line whenever it suits you and be transferred to an independent, locally owned outfit covering west Orange County.

Finding tree service in Winter Garden starts with a question most people skip: whose rules apply to your tree? A Winter Garden mailing address can mean the city, unincorporated Horizon West, or the Town of Windermere next door, and each one treats trees differently. Here is how to tell, and what a good company should handle for you.

Tree Service Orlando FL is a referral line, not a tree company, and it never sends anyone to cut. Dial (689) 407-5379 at any hour, say whether you are in the city, Horizon West or Windermere, and describe the job. The automated assistant then passes your call to an independent, locally owned company working in west Orange County, which sees the tree in person and sets its own price.

Winter Garden went from citrus groves to subdivisions in two generations

Settlers came to the land south of Lake Apopka in the 1850s for its fertile soil. Winter Garden was established in 1903 and incorporated in 1908, and by 1920 it was the center of commerce and farming in west Orange County, with two railroad lines and an economy built on citrus. The Great Freeze of 1894 to 1895 hit the groves hard, and back-to-back freezes in the 1980s cut into citrus farming across the county again.

When the groves faded, houses came. The city counted 14,351 people in 2000, 34,568 in 2010 and 46,964 in 2020. Horizon West, the master-planned area to the south that Orange County adopted in 1995, went from about 14,000 residents in 2010 to more than 58,000 in 2020.

The result is a mix you rarely see elsewhere: old grove trees and big oaks around the historic downtown, and newer neighborhoods where most trees went in with the houses. Each needs different work.

City, county or town: whose tree rules apply

Florida Statute 163.045 overrides all three for a documented high-risk tree on a single-family home lot. For every other tree, the local rules below apply.

City of Winter Garden

Tree permits are issued under City Code Section 114.73, through the city's online permit portal. The city says it issues them only for reasons that comply with Florida's hazard tree law, or when the tree is mitigated under city code. Non-invasive trees over 12 inches in diameter need an arborist report. Every application needs two recent photos, a site plan showing each tree's type, size and location, and ribbon on the trees. Phone 407.656.4111.

Horizon West and other unincorporated land

Here the county's rules govern. Its regulated trees start at 8 inches across, yet an occupied house on two acres or less usually skips the separate removal permit. Home sites above two acres and empty parcels need one, with fees from $121. Specimen and heritage trees get extra protection. County arbor office: 407-836-5807 or Arborist@ocfl.net.

Town of Windermere

Live oaks and magnolias of 24 inches or more are specimen trees that require double mitigation. Cypress within the high water line is protected from excessive trimming. Trees over 10 feet may be limbed up by up to 25 percent of the canopy under the ANSI pruning standard. Public works: 407-876-2563, extension 5325.

Tree trimming in Windermere: lakes, cypress and dirt roads

Windermere is a small town with a big amount of water. Incorporated in 1925, it covers about 2.7 square miles, and roughly three quarters of a square mile of that is lake. The town sits on an isthmus between Lake Down and Lake Butler in the Butler Chain of Lakes, and most of the streets in its old grid are still unpaved.

That geography shapes tree trimming in Windermere. Lakefront lots often have bald cypress along the shore, and the town protects cypress inside the high water line from heavy trimming without authorization. Shoreline and wetland work can also bring in Orange County's wetland permitting. Big live oaks and southern magnolias are common on the larger lots, and at 24 inches or more they count as specimen trees, so removing one costs twice the usual replacement.

Access is the other issue. On narrow dirt streets and long lakefront lots, a heavy truck or crane can rut the road or damage roots. A good company walks the lot first, explains how it will get equipment in, and may use smaller machines or mats to spread the weight. If you are thinking about "opening up the view" to the lake, describe that on the call. The company should explain what the town allows before it quotes, not after.

What grows in west Orange County yards, and how it handles wind

UF/IFAS studies of trees after hurricanes rank species by how well they stand up to wind. Several of the trees most common in Winter Garden yards fall at opposite ends of that list, which is worth knowing before you decide what to keep and what to plant.

Common west Orange County yard trees and their UF/IFAS wind resistance rating
TreeUF/IFAS wind resistanceWhat it means for your yard
Live oak, sand live oakHighestWorth pruning well and keeping. Good structure when young pays off for decades.
Southern magnoliaHighestSturdy in storms. Large ones in Windermere may be specimen trees.
Cabbage palmHighest among palmsRarely a storm problem. Trim only dead fronds.
Slash and longleaf pineMedium-lowWatch older pines near the house after lightning or drought.
CitrusMedium-lowOld grove trees can split. Prune out weak, heavy limbs.
Laurel oak, water oak, sand pineLowestHave older ones near structures assessed before hurricane season.

In new subdivisions the trees are mostly young, and this is the least expensive time to get them right. A few rounds of structural pruning while a live oak is small, removing competing leaders and spacing out main limbs, helps a live oak, already at the top of the wind resistance list, grow the strong structure that lets it live up to that rating. See tree pruning and oak care for what that involves.

Power lines, hauling and the questions to ask

If the tree is near a wire

Your bill shows which utility serves you. For Duke Energy customers, the wire running from the pole to the house is the owner's job to keep clear, though Duke will de-energize it free of charge before a qualified tree crew starts. Limbs on the main distribution lines are Duke's to handle through its online trimming request. A downed wire means 911 and distance, nothing else.

Before you sign a quote

  • Who is getting the permit or the arborist report, and is it in the price?
  • Are replacement trees or mitigation included where required?
  • Is hauling the wood included, or left on the lawn?
  • For lakefront work, has the company checked town and county wetland rules?
  • A certificate of insurance and an ISA arborist number

Hiring well in Winter Garden

With so many new homes, many Winter Garden owners are hiring a tree company for the first time. Three papers are worth requesting from any company before it starts: a liability insurance certificate that comes straight from its agent, workers' compensation proof, and an ISA credential number for the person who decides whether a tree is dangerous. Ask for a written quote that names the permit work, cleanup, hauling and stump grinding, and if you have a homeowners association, check its rules too, since an HOA can set its own requirements for removing or replacing trees.

Check the company yourself. Florida has no state license for tree trimming or removal, so ask the company for a certificate of general liability and workers' compensation insurance, and for the ISA certification number of its arborist. You can confirm a certification with the ISA's credential lookup (opens in a new tab).

Not sure what the tree needs? Call and describe it. The company you are put through to looks at the tree and tells you the price before any work starts.

Common jobs in Winter Garden and Windermere

Young oaks in newer neighborhoods need trimming and structural pruning. Older oaks and grove trees near downtown more often lead to removal. Large lakefront lots with no truck access may need a crane, and vacant parcels heading toward construction call for lot clearing under county or city rules.

Tree Removal

Taking down a dead, leaning or unwanted tree safely, from small yard trees to big laurel oaks near the house, and what a fair quote includes.

Tree Trimming

Clearing limbs off the roof, raising canopies over driveways and thinning heavy oaks before storm season, without the damage bad cuts cause.

Crane Tree Removal

When a crane is the safest way to take a big tree over a house or pool, how a crane job is planned, and why it can cost less overall.

Lot Clearing

Getting a single building lot ready for a new home: trees, stumps, debris, surveys and the tree rules that apply before you build.

Why Winter Garden homeowners call the line

One mailing address, three rulebooks

The city, unincorporated Horizon West and the Town of Windermere each handle tree permits their own way. Tell the automated assistant which one you are in, and your call goes to an independent, locally owned company that works across west Orange County and can sort out which rules fit your lot.

A lake view without trouble from the town

Windermere protects shoreline cypress from heavy trimming and doubles the mitigation for big live oaks and magnolias. Describe the view you want on the call, then ask the company to explain what the town allows before it gives you its price.

A first tree job in a new subdivision

Many owners in newer neighborhoods have never hired a tree company. The call is free, any hour, and this site walks through how to check a company's insurance certificate and ISA arborist number, plus a reminder to read your HOA's tree rules.

The Duke Energy wire to the house

Keeping the line from the pole to the house clear falls to the owner, though Duke will shut it off free before a qualified crew starts. Mention that wire when you call. You pay the company that does the work, never the line.

  2. Describe the jobGive your name, a callback number, your city or ZIP and what the tree is doing, including anything on a roof, a car or a line.
  3. Get put throughThe call goes to an independent, locally owned tree service company, which hears a short summary before it picks up.
  4. Deal with them directlyThat company looks at the tree, quotes, does the work and is paid by you. If it cannot answer, it gets your details to call back.

How this line works: Tree Service Orlando FL is a free phone line, not a tree service company. It does not trim, remove, quote or schedule tree work and holds no license or arborist certification. Calls are transferred to independent, locally owned tree service companies in the Orlando area. Those companies may pay Tree Service Orlando FL a referral fee. You never pay the line. How it works.

Common questions

Do I need a permit to cut down a tree in Winter Garden?

Inside city limits, yes. The City of Winter Garden issues tree permits under City Code Section 114.73, and says it issues them only for reasons that meet Florida's hazard tree law, or when the tree is mitigated under city code. Non-invasive trees over 12 inches in diameter need an arborist report, plus photos, a site plan and ribbon marking. Questions go to 407.656.4111.

My address says Winter Garden but I live in Horizon West. Whose tree rules apply?

Horizon West is unincorporated Orange County, not part of the city, so the county's rules apply. The county regulates trees 8 inches and larger, but a developed single-family lot of two acres or less generally does not need a separate removal permit. Confirm with the county arbor office at 407-836-5807.

Can I trim the trees on my lakefront in Windermere?

Carefully. The Town of Windermere's tree board says cypress trees within the high water line are protected from excessive trimming without authorization, and work in wetlands can involve Orange County's wetland permitting. Live oaks and magnolias of 24 inches or more are specimen trees that carry double mitigation. Call the town's public works director at 407-876-2563, extension 5325, before work starts.

How much of a tree can be trimmed in Windermere?

The town's tree board guidance allows trees taller than 10 feet to be limbed up by removing up to 25 percent of the canopy, using the American National Standards Institute pruning standard. Stripping more than that, or topping a tree, is not what the guidance describes. See tree trimming for how good pruning is done.

Will the City of Winter Garden haul away a tree I have removed?

The city's tree permit form notes a $200 charge plus the dump's disposal fees when the city's solid waste department removes the tree. Most homeowners have the tree company haul the wood, so check that hauling is in the quote.
